In ArcGIS Pro 2.5, publishing a hosted feature layer to Portal for ArcGIS or ArcGIS Online fails with a staging error. This occurs only when the feature layer comes from a non-owner enterprise geodatabase connection.

Publish the hosted layers with an enterprise database connection made as the data owner.
