Publicly shared SceneLayer from Portal for ArcGIS still prompts for authentication in ArcGIS Online if it is shared and published to the portal site.

Workaround

Publish the scene from ArcGIS Pro so it has an associated feature layer and share the scene publicly. Refer to the following documentation, Portal for ArcGIS: Publish hosted scene layers.
