Encountering an error when specifying a brand new file geodatabase as a views and visual specifications workspace.

Workaround
Launch ArcMap with a blank untitled map document.
On the Production Editing toolbar, click Product Library and the Product Library window is launched.
In the Product Library window, right-click on the Product Library node and select Set Product Library… from the context menu.
On the Choose Product Library Workspace dialog, select the created file geodatabase.
On the Create Product Library Workspace dialog, click OK.
In the Product Library window, right-click on the Product Library node and select Clear Product Library.
In the ArcCatalog window, navigate to the file geodatabase and delete all of the tables PL_ and PV_ tables that were created except for the following tables:
PV_View
VST_Representation
VST_Rule
VST_Specification
On the Production Symbology toolbar, click Visual Specifications and on the Visual Specifications dialog browse to the file geodatabase. Click Apply and OK.
On the Production Symbology toolbar, click Visual Specifications and on the Visual Specifications dialog click Options. The new Specification and Import Specification is enabled.
