Reloading and saving a web map using HTML tags (URI Schemes) in the custom attribute display, the URI scheme replaces "#" and fails in launching URI applications.

Workaround

Create an attribute expression: "SIP:" and save it (Where SIP: being URI). This is a custom (expression/exrp0) under attribute expressions. In HTML space, where URI is added, replace URI with the expression/exrp0, which looks like <a href="{expression/expr0}" target="_blank">Test</a> instead of <a href="SIP" target="_blank">Test</a>.
