The symbology applied to raster through the Apply Symbology From Layer tool is not retained after reopening the ArcGIS Pro project.

Additional Information

This issue is non-reproducible in ArcGIS Pro 2.3 and is fixed in ArcGIS Pro 2.4.

Workaround

Use the Import Symbology tool based on the following steps:
  1. Right-click on the raster layer in Contents, and select Symbology.
  2. Click the three lines icon at the top right corner, and select Import.
  3. Select the raster layer as the input.
  4. Save and reopen the project. The symbology is retained.
