There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Workaround

After doing the Update Georeferencing and the shift occurs, remove the image from the Table of Contents (TOC). Then, delete the .tfwx, .aux and .ovr files and redo the Control Points. The georeferencing is then saved correctly to the image.
