Not in the current roadmap.

Workaround

Convert time to create a new field in Coordinated Universal Time (UTC) and use that field to resolve the issue. This issue also occurs in the Filter widget in WebAppBuilder for ArcGIS. However the Group Filter widget works correctly. This can also be resolved by adding a day or 12 hours to the features.
