The option to enable Server Object Extensions (SOEs) and Server Object Interceptors (SOIs) on services published from ArcGIS Pro to ArcGIS Server does not exist in ArcGIS Server Manager or ArcGIS Pro.

Additional Information

For services publsihed from ArcGIS Pro, the reason why the SOE or SOI option does not show is the SOE or SOI is built for services published from ArcMap instead of services published from ArcGIS Pro. The following prerequisites must be met to allow the SOE or SOI to be enabled with services published from ArcGIS Pro. 1. The service is published from ArcGIS Pro 2.2 or later version. 2. The service is published to ArcGIS Server 10.6.1 or later version. 3. The SOE or SOI must be compiled using ArcGIS Enterprise SDK instead of ArcObjects. To find out whether SOE or SOI is built for services published from ArcMap or ArcGIS Pro, in ArcGIS Server Manager > click GIS Server > choose Extensions page and check if the extension’s Provider is ArcMap or ArcGIS Pro. The SOE or SOI with ArcMap as Provider cannot be enabled with services published from ArcGIS Pro, and the SOE or SOI developer must compile it to allow it to use with services published from ArcGIS Pro.

Workaround

For SOEs: Go to the service properties in ArcMap Catalog window or ArcCatalog and enable the SOE from the Capabilities tab.
