This issue is not reproducible at ArcGIS Enterprise 10.6+ or with the patch available from https://support.esri.com/en/download/7598 for 10.5.1.Workaround
The following workarounds have worked in previous cases:
- Upgrade to ArcGIS GIS 10.6
- Register Versioning
- Use .sd...e connection with data owner credentials
- Download the following patch: https://support.esri.com/en/download/7598.
