Will Not Be Addressed
The development team has considered the issue or request and concluded it will not be addressed. The issue's Additional Information section may contain further explanation.
Additional Information
This fails due to a slight difference in the level of overlap created during the creation of the line vertex offsets. This happens on occasion when the distance specified ends up creating nearly infinite, very small overlap features and the algorithm gets lost in attempting to work out what needs to be kept or thrown away to create the buffer.
At this point, it is suggested to slightly modify the distance value, if possible, or use the PairwiseBuffer tool in Pro (Pro only tool... slightly different buffer generation algorithm that works with this case).
Workaround
Run the feature class through the Simplify Line tool with the POINT_REMOVE algorithm and a 5ft simplification tolerance. The simplified feature class contains 70 vertices as opposed to the 300+ in the original, and it buffers in seconds.
