Additional Information

This is by design and a known limitation in ArcGIS Online. Users cannot reuse the same key for two different related classes. We are pushing the relationship to the database which is different than the enterprise which does all relationships in the client side with no validation. We have being advising our users to avoid this design.

Workaround

Base the relationship classes on different fields.OrCreate the relationship class in the layer definition through the REST API (this is not a supported workflow). Note that when creating the relationship classes this way, there will be no labels or messaging.https://blogs.esri.com/esri/arcgis/files/2014/10/How-to-Update-Hosted-Feature-Service-Schemas1.pdf
