Workaround

Navigate to the service's thumbnail directory, and manually delete the thumbnail. Example:<a href="file:C:/arcgisserver/config-store/services/" target="_blank">C:\arcgisserver\config-store\services\</a><name of service>\esriinfo\thumbnail\thumbnail.png
