Publishing a route event layer to ArcGIS for Server 10.4.1 fails, if the event table and route feature class are in two different enterprise geodatabases within the same SQL Server instance with the following error, "Failed to update the published service with the server-side data location."

This issue is no longer reproducible with the ArcGIS Server Publishing Patch. The ArcGIS Server Publishing Patch can be downloaded here: http://support.esri.com/download/7397

Workaround

Store the event table and the route event layer in the same enterprise geodatabase.
