ArcGIS for Server does not behave properly after removing the Security 2016 Patch 2 if it was installed alongside the Server Map Cache Consumption patch.

Additional Information

This is a known limitation for Windows MSP patches built off of MSI installations. In this case, both patches installed a new file that did not exist in the original installation. That file gets removed when either of the patches is uninstalled. This causes ArcGIS GIS Server to go down after the uninstall. To fix this, the other patch that remains on the system needs to be reinstalled.

Workaround

Workaround 1: Install the Map consumption patch by itself without the Security 2016 Patch 2. Workaround 2: If both patches are installed and then removed, the site acts as expected. Workaround 3: If both patches are installed and then the Security patch is removed the only way to achieve a normal working status is to either remove the consumption patch, or to reinstall the Security patch.
