ArcGIS Pro attempts to connect to AdminURL when publishing a hosted tile image to the default portal configured as part of a Web GIS made through the ArcGIS Server Cloud Builder for Microsoft Azure, causing the publishing to fail.

  1. Unfederate and refederate the public ArcGIS GIS Server endpoint.
  2. Publish through ArcMap.
