Additional Information

A new version of the patch has been made available for download that resolves the issue. Refer to the following link, https://support.esri.com/en/Products/Enterprise/portal-for-arcgis/portal-for-arcgis/10-8-1#downloads?id=7969.

Workaround

Upgrade to ArcGIS Enterprise 10.9.1.
