After publishing to ArcGIS Online, exporting to a file geodatabase, and downloading, domain coded values are displayed instead of descriptions in some areas in ArcGIS 10.3 for Desktop and later versions.

Workaround

For the affected reports, run the Table To Excel tool, join the table to the layer of interest, and create a report with the joined fields (text) instead.
