Geotagged tweets show up in the correct location, while non-geotagged tweets use the user's profile location and will default to the extent center. the problem described in the bug report had to do with not enabling the "Share precise location" option at the bottom of the screen after clicking the location pin while composing a tweet. therefore, a location was chosen by name like a place, but without enabling the precise location, no lat/long is included and therefore the app on our end does not get a location for placing the tweet
