Additional Information
ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. Workaround
Workaround 1: Use ArcGIS Pro.Workaround 2: Copy the service URL of the item and re-add it in ArcGIS Online (My Content > Add Item > From the web). The new item, which gets created can be downloaded correctly in ArcMap.
