Pop-ups for scene services do not work in the Portal for ArcGIS scene viewer if the scene service is created from the Create Scene Layer Package tool.

Additional Information

This is a known limitation in versions prior to 10.5 or ArcGIS Online 4.4. Earlier popups were only supported through queries to a related feature service. Scene Layer packages do not create this additional service. Therefore popups could not be shown in Scene Viewer. At 10.5 and later Scene Viewer was enhanced to show popups for standalone scene services published from .slpk/.spk files.
