A Web Map Service (WMS) published from ArcGIS Server 10.4.1 uses a different bounding box and coordinate system compared to a map service pointing to the same service and data source, consequently causing the data of the WMS service on the edges to be cut off when consumed in a blank ArcMap 10.4.1 document.

Workaround

Change the coordinate system for the WMS service from GCS_WGS_1984 to the native coordinate system to prevent the points from getting cut off.
