Additional Information
The documentation states: "Once you save a map with a basemap, the map viewer only uses that basemap; it doesn't revert to a default basemap if yours is unavailable. You can repair your map by using a different basemap as long as the spatial reference of the bad and new basemap are the same. Repair your map by selecting a different basemap or using the URL parameter basemapURL." https://doc.arcgis.com/en/arcgis-online/create-maps/choose-basemap.htm
Workaround
Workaround 1: Access the web map and change the basemap to one of the standard ones.Workaround 2: If the map cannot be opened, replace the JSON for the old basemap with code for a functional basemap in AGO Assistant.
