The GetLegendGraphic request performed with Web Map Service (WMS) in ArcGIS for Server 10.4 (and 10.4.1) returns layer names with Thai characters as blocks in the legend.

Additional Information

This issue can be addressed by installing the appropriate Unicode font on the GIS Server. In this case, Arial Unicode is used.

Workaround

Install an Arial Unicode font on the GIS Server and restart the machine.
