Cache tile scheme does not retain the levels specified when changing the service type from a dynamic to a cached map service in the Service Properties window through ArcCatalog.

Workaround

Repeat the same process again for the slider to reflect the correct values - Change the levels back to the original value (levels 1-4) - On clicking OK, you will receive a message asking if you want to delete all the other levels, click OK. - Navigate to the service properties and you will notice that the slider displays the correct valuesportalgeo.
