Creating a query layer using the field list and a where clause on an Oracle spatial table results in features not being returned, and opening attribute table fails with the error: "ORA-29902: error in executing ODCIIndexStart() routine."

Workaround

For ArcMap, removing the M and Z values from the query layer or removing the Where cause does not cause the error.
