Applying a raster patch for ArcGIS for Server 10.3.1 does not resolve the issue wherein the rasters are unable to be downloaded when submitting the request via HTTPS.

Additional Information

This issue is fixed in ArcGIS for Server 10.4.

Workaround

  1. Make the request over HTTP.
  2. Copy the URL mentioned in the error message and place a '\' in the URL.

Example:

http<a href="file:s:/supt06369.esri.com" target="_blank">s:\supt06369.esri.com</a>:6443\arcgis\rest\directories\arcgisoutput\mosaictest_ImageServer\_ags_507978500\p114r075_7k20000501_z50_nn61.tif

to

http<a href="file:s://supt06369.esri.com" target="_blank">s:\\supt06369.esri.com</a>:6443\arcgis\rest\directories\arcgisoutput\mosaictest_ImageServer\_ags_507978500\p114r075_7k20000501_z50_nn61.tif.
