Oracle connections at ArcGIS for Desktop 10.3 and later versions impose the REPLACE function on the TableListTables command, resulting in a negative impact on the performance.

Additional Information

The use of the "REPLACE" function in the TableListTables API is required to compare OS authenticated user names. OSA user names are enclosed in double-quotes when stored in SDE metadata, but not so in the Oracle data dictionary. A proper comparison of user names in the join requires the use of the "REPLACE" function in the query. This may not have been implemented correctly at older releases, ex: 10.2.2 - but proper support for ST_GEOMETRY data owned by OSA users was implemented at 10.3.1. Removing the call is not feasible.
