Additional Information

This is not a bug. The Portal's index was out of sync. Performing a full re-index to fix this issue and make all templates show up with working thumbnails.

Workaround

Reindex the Portal. http://resources.arcgis.com/en/help/arcgis-rest-api/index.html#/Reindex/02r300000270000000/
