The ArcGIS 10.3.1 for Server GeoEvent Processor manager page does not load if the Windows Service is running during the ArcGIS for Server site creation or joining an existing site. Restarting the Windows service or reinstalling the GeoEvent Processor does not resolve the issue.

The issue reported was introduced in the 10.3.1 GeoEvent product release and is not reproducible in either the 10.3.0 or the 10.4.0 product releases. The issue is due to an exception being thrown when GeoEvent cannot locate a XML configuration file produced by Server when creating and configuring the ArcGIS Server site. A work around for 10.3.1 exists and users are encouraged to upgrade to the 10.4 product release when it is possible to do so.Workaround
Stop the GeoEvent Processor Windows Service and recreate the ArcGIS for Server site or re-join the machine to the existing site.Steps to Reproduce
