Web Optimizer is no longer available for creating 3.x-based custom-builds in ArcGIS API for JavaScript. If the app references a custom build that is previously created, it continues to work for the time being. However, all custom-builds are to be removed from the hosting environment in July 2022. It is recommended to start using ArcGIS API for JavaScript 4.x, as it offers a lot more flexibility and simplicity when creating custom-builds. Refer to the 'Introduction to tooling' section of the following documentation for more details, https://developers.arcgis.com/javascript/latest/tooling-intro/. If ArcGIS API for JavaScript 3.x is preferred, it is recommended to use the CDN version or download a local build.
