ArcGIS Online users are unable to create a new enterprise login from an email invitation if the email attribute is passed from their identity provider, and the organization is set to 'Invitation only' for new users.
Unable to reproduce issue.
Turn the organization setting to automatic account creation temporarily, or remove the email attribute from the attribute claims in their identity provider.
