When Portal for ArcGIS is used to license ArcGIS Pro on an Amazon Web Services (AWS) instance, users are unable to log in to ArcGIS Pro. Running the 'Configure your licensing portal' option allows the Portal for ArcGIS URL to be set successfully and the login screen comes up correctly. However, after the Sign In button is clicked, the "Initializing..." message displays and remains until ArcGIS Pro completely crashes. The license shows as checked out successfully in Portal for ArcGIS.

Additional Information
The ArcGIS Pro client connects with the License Manager (LM) directly through the TCP/IP protocol, so it cannot connect to an LM running in AWS unless some kind of tunneling is performed. If the licensing portal is on AWS but the LM is local, everything works fine.
