Known Limit
After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
This was a limitation in Esri FMV before version 1.3, which is to be released in October of 2015. Please note that feature class names also do not allow numeric prefixes, even at 10.3.1. If a user tries to create a feature class with a numeric a prefix they will get a, "The specified feature class name is invalid. Please enter a new name, e.g. T123Clip." With that said, we've added support for videos with numeric prefixes for the FMV 1.3 release. Again, this release is scheduled for October of 2015.
Workaround
Rename video files without starting with numbers in the file names.
