In ArcGIS Online, when creating a Story Map Tour from a web map containing a hosted feature service published from a CSV file, the following error message is displayed, "Sorry, Map Tour loading failed."

this is no longer reproducible.

Workaround

Go to My content > Create new > App > From a template and create the Story Map Tour from there. OR Publish an XY Event Layer created from the CSV file in ArcMap.
