In parcel editing, using the construct from parent tool to create a two point parcel, the new parcel is not created.

Workaround

- Add a line point to the two point parcel to make the parcel a three point parcel. Or - Use the create new parcel tool, parcels with two points can be created, unjoined, rejoined, edited, and used with the remainder tool. Only construct from parent fails to create the parcel.
