The Table To Domain tool runs successfully only when the description field in the table has a text data type, or else the error "99999" is returned.

Workaround

- Add the Excel sheet to ArcMap, and export it as a geodatabase table or a dBase table. - Add a text field to this table, and populate the field with the values in the description field. - Run the Table To Domain tool using the description field having a text data type. - The tool runs successfully with the creation of domain.
