The URL, 'http://domain.esri.com/arcgis/home/content.html#' in Portal for ArcGIS 10.2.2 still allows a user to sign up for an account even when the ability to create a built-in Portal account is disabled.

This is a known limitation at Portal for ArcGIS versions 10.2.2 and 10.3. This was fixed at Portal for ArcGIS version 10.3.1 and is fixed in all subsequent releases. As of version 10.3.1, when the ability to create a built-in Portal account is disabled, the home/content URL redirects to the sign where the option to 'sign up for an account' is not available. We apologize for any inconvenience this may have caused.
