Additional Information

The issue is with how excel is reading the file in UTF-8 encoding. See workaround for best way to manage this in excel.

Workaround

Download as a shapefile.OR1. Save the exported file as a CSV file.2. Open Excel.3. Import the data using Data > Import External Data > Import Data.4. Select the CSV file type and browse the CSV file. 5. In the import wizard, change the File_Origin to the correct language character identifier.6. Change the delimiter to comma.7. Select the location to import the file.This way the special characters show correctly.
