Under a parent group layer, if one child group layer has 'Use Symbol Levels' checked, no other group layer's symbol levels can be modified in the group level.

Workaround

There are two workarounds:• Check 'Use Symbol Levels' on the main group layer (above the sub-group layers) to modify all layers within the overarching group.• Uncheck 'Use Symbol Levels' on all group layers to allow each group to control their own layers.
