There is currently no method in ArcMap that allows exporting tiled services to a local map tile package (.tpk).

There is a new utility that we need to provide (outside of the Create Map Tile Package). So I have marked this as designed, and have opened a new issue to work on the utility.

Workaround

Export Map Server Cache:<a href="http://resources.arcgis.com/en/help/main/10.2/index.html#//005400000013000000" target="_blank">http://resources.arcgis.com/en/help/main/10.2/index.html#//005400000013000000</a>• Use local data to create the tile package.• Use the Python script sample provided to the user to programmatically create the tiles using the REST API.
