Failed to load resource: US_census2020.json.txt in the ArcGIS Business Analyst Enterprise Web Application

Error Message

After updating the U.S. data pack for the year 2022 or 2023 in ArcGIS Business Analyst Enterprise, the Business Analyst (BA) web application stops responding at the splash screen while launching, and fails to load.
There is no error, but the application does not proceed past this screen (shown below) and the network traffic shows a status of 404 (not found) for US_census2020.json.txt or US_esri2023.json.txt.

Cause

The 2022 and 2023 U.S. data update for Business Analyst are based on the latest administrative boundaries from the 2020 Census. The BA web application at versions 10.9.1 and previous versions could not process the new hierarchy of Census boundaries when they were released.  
The network traffic shows that it failed to load a resource. The server responded with a status of 404 (Not Found) for US_census2020.json.txt or US_esri2023.json.txt:

Solution or Workaround

Download the attached US_census2020.json.txt.zip, for the 2022 data, or US_esri2023.json.txt.zip for the 2023 data, extract the file US_census2020.json.txt or US_esri2023.json.txt, and copy it to the Business Analyst web application files on the portal machine in the following directory:

C:\Program Files\ArcGIS\Portal\apps\BA\esriAnalystX\services\stdGeographies\config
