No. It is not possible to do so for an ArcGIS StoryMaps story created in Portal for ArcGIS. Although there is no built-in function in ArcGIS StoryMaps to generate QR codes, third-party QR code generators can be used as a workaround. However, to generate QR codes for the individual sections in a story, anchor linking or section links of the individual sections are required. Section links are unavailable for a story created in Portal for ArcGIS.

The section links are not available when hovering over the headings and subheadings of a story created in Portal for ArcGIS.
