Running the Near tool fails and returns Error 000499

Description

The Near tool is designed to calculate the distance and additional proximity information between or around the input features and the closest feature in another layer or feature class. In attempts to calculate the distance, the following error message is returned:

Error:
ERROR 000499: table is not editable
Error 000499

Cause

  • The tool is run on a non-editable file type, for example, SDC feature class. Refer to ArcGIS Pro: 000499: Table is not editable for more information.
  • The feature layer or feature class is set to the read-only mode.

Solution or Workaround

Based on the cause of the issue, use one of the solutions provided.

Convert the file to an editable file type

Use the Conversion tools available in ArcGIS Pro to convert the file. Refer to How To: Convert SDC Feature Classes using ArcToolbox for more information.

Grant full privileges to the file

Completing this workaround may require assistance from the organization's IT department.
  1. Locate the file in Windows Explorer.
  2. Right-click the file, and click Properties.

  1. On the General tab, under Attributes, uncheck Read-only.

  1. Navigate to Security, under Permissions for SYSTEM, check all the criteria under Allow. Click Apply.
