Problem: Concurrent Use ArcGIS clients are unable to connect to ArcGIS License Manager when network speeds are slow or while connected to a VPN
In some cases, ArcGIS client software cannot check out or borrow a concurrent use license from the License Manager. A prolonged wait time may be seen, or an error message similar to the following may be encountered:
"Provide your license server administrator with the following information: Cannot connect to license server system. The license server manager (lmgrd) has not been started yet, the wrong port@hostname in the license file is being used, or the port or hostname in the license file has been changed. Feature: <product> Server name: <license manager server hostname> License path: @ <license manager server hostname> FLEXnet Licensing error:-15,570".
This is issue is usually encountered when network speeds are slow, the client is connecting over a VPN connection, or when the client is situated geographically far from the License Manager. The steps outlined below have been found to mitigate the issue for users experiencing this problem.
With versions 10.4 and 10.4.1, the shortened connect time may allow the License Manager to connect, but not allow License Manager to get the data for the number of licenses that are currently available. This will result in a "0", zero count of licenses available at the Desktop Administrator.
Solution or Workaround
The amount of time the program waits for a response from the license manager can be increased by configuring an environment variable at the client workstation. To do so, follow these steps:
- Right-click My Computer and click Properties.
- In the System Properties dialog box, click the Advanced tab.
- On the Advanced tab, click Environment Variables.
- In the Environment Variables dialog box, under System Variables, click New.
- In the New System Variable dialog box, type FLEXLM_TIMEOUT for the Variable name, and 1000000 for the Variable value.
- Click OK to close each dialog box.
- Launch ArcGIS.
If a license is obtainable, the value of 1000000 microseconds (1 second) is sufficient. If a license is not obtainable, repeat the procedure, increasing the value in 1000000 microsecond increments until a license is obtained from the license server.
