The tool is not licensed

Error Message

While attempting to create a globe cache in ArcCatalog for an ArcGIS Server globe service, the following error message is returned:

"The tool is not licensed".

Note:
This article applies to retired ArcGIS versions 9.x and 10.0. Later versions of ArcGIS may contain different functionality, as well as different names and locations for menus, commands and geoprocessing tools.

Cause

To create a globe cache successfully, the 3D Analyst extension is required for ArcGIS Desktop. The extension must be licensed, and also enabled in ArcCatalog.

Solution or Workaround

If there is no 3D Analyst extension available, check with the License Manager administrator to make sure the 3D Analyst extension is licensed.

1. In ArcCatalog navigate to Tools > Extensions and ensure that 3D Analyst is checked.
2. Re-run the globe cache tool.
