Attempting to convert a 2D shapefile with just elevation values requires maintaining the elevation values of the 2D shapefile. It must be converted to a 3D feature (PolyLineZ), then to a CAD drawing. The elevation values must be stored in the geometry as in a 3D feature, rather than the attribute table as in a 2D feature.
