Make sure you have write access to the installation location.

Select and download the file:

ArcGIS Data Reviewer for Desktop	SHA256 Checksum

ArcGIS1081Patch3DataReviewerDesktop.msp	E7C8C4DE29553747DFF14F0AAD14DFFC2B31E7DE7CEBF54212624DA04FA9A0FE

Double-click the .msp to start the install process.
When Setup starts, follow the instructions on your screen.
