World Wide Web Publishing Service fails to start

Last Published: April 25, 2020

After uninstalling the ArcMap Server Extension or ArcReader 8.3 on Windows 2003, the World Wide Web Publishing Service fails to start. This only occurs when using the Microsoft IIS 6.0 Web server in conjunction with ArcIMS or when IIS 6.0 and ArcReader 8.3 are installed on the same machine.

The uninstallation of ArcReader 8.3 or the ArcMap server with ArcIMS 4.0.1 removes a required registry key for oleaut32.dll. Oleaut32.dll needs to be registered for IIS 6.0 to work.

The instructions below include making changes to essential parts of your operating system. It is recommended that you backup your operating system and files, including the registry, before proceeding. Consult with a qualified computer systems professional, if necessary.

Register Oleaut32.dll.
  1. Navigate to Start > Run, and type:
    regsvr32 C:\Windows\system32\oleaut32.dll
The Run window displays "regsvr32 C:\Windows\system32\oleaut32.dll" in the Open drop-down list. The OK button is highlighted.
  2. Click OK.
