Why doesn't the ArcGIS 9.3.1 Update or EDN 9.3.1 Update for existing 9.3 users contain ESRI Data & Maps 9.3.1 Media Kit ?

The ESRI Data & Maps 9.3.1 Media Kit is only being shipped to new users of ArcGIS or ESRI Developer Network (EDN), who receive the full install of the 9.3.1 software. Existing ArcGIS or ESRI Developer Network (EDN) users current on maintenance who are upgrading to the 9.3.1 Update can assemble the same ESRI Data & Maps 9.3.1 dataset by combining the ESRI Data & Maps 9.3 Media Kit with the ESRI Data & Maps 2008 Data Update. If the ArcGIS 9.3.1 Update or the EDN 9.3.1 Update was received after June 19, 2009, the ESRI Data & Maps 2008 Data Update DVD was included with the shipment.If either of these software updates was received before June 19, 2009 the ESRI Data & Maps 2008 Data Update was not included as part of the shipment. To order the ESRI Data & Maps 2008 Data Update, navigate to the ESRI Data & Maps Request the Latest Update page.
