Why does the iGraphicContainer::LocateElementsByEnvelope method not return the elements that intersect its envelope?

The ArcObjects Developer Help states that this method 'Returns the elements that intersect with the given envelope'.

There is an error in the documentation. It should state that it 'Returns the elements inside the given envelope'.
